Gov. Josh Stein’s North Carolina AI Leadership Council has released a strategic roadmap meant to guide the state’s approach to artificial intelligence.
The roadmap lays out 17 goals built around three priorities: protecting residents from potential harms, preparing workers for changing jobs, and improving how state government serves the public.
“Artificial intelligence is already changing how we work, learn, and serve the people of our state, and North Carolina must lead with urgency and care,” Stein said. “This roadmap gives our state a strategy to protect people from harm, prepare our workforce for opportunity, and transform how government serves the public. Together, we can make North Carolina a place where innovation and trust move forward together.”
The plan calls for stronger protections for workers, consumers, and public systems, while also expanding AI literacy and helping residents develop skills for current and future jobs. It also includes goals related to fraud prevention, privacy, accountability, transparency, and responsible use of AI in government.
The council includes representatives from government, education, labor, and the private sector.
Stein created the AI Leadership Council through Executive Order 24 in 2025. The council is charged with advising the governor and state agencies on AI strategy, policy, and training.
Earlier this month, the General Assembly also established the North Carolina AI Caucus, a bipartisan group of legislators focused on artificial intelligence and emerging technologies.
