Morganton native James Warlick (center) is sworn in on Wednesday, Aug. 26, to represent District 13 of the N.C. Board of Transportation by retired Superior Court Judge Claude Sitton. Warlick’s sister, Megan Silvey, holds the Bible. Warlick is now one of the division members who represent the state’s 14 geographic highway divisions. District 13 includes Burke, McDowell, Mitchell, Rutherford, Buncombe, Madison, and Yancey counties. Division members have voting power over local road funding and project approvals. Members serve 4-year terms.
